Announces Rev. Cowper's departure for England and declares the need for a suitable successor to fill Cowper's position at St. Philip's Church. Expresses his opinion regarding the colonial policy and the political relationships between England and the colonies. States that he is enclosing a report of a speech delivered on the 26 Jan. 1842 at a dinner to commemorate the founding of the colony.
